The Charged Trousers is found in Damel Forest in Zelda Tears of the Kingdom. Before you can obtain the Charged Trousers, you will need to complete all 4 temples and defeat Phantom Ganon. Only then will you unlock the Secret of the Ring Ruins quest. This quest leads you to the ruins where you will find the Charged Trousers. Blow the cracked wall apart to gain access to the room.
