Here's an interesting idea for a city simulation game. In Unreal Estate, you're hired to build a city from scratch. This is done by drawing cards (buildings) and determining which to keep and which to discard.

Cards have different point values, and points are desirable to win. Discarded cards can be brought back when demand rises, or your opponent might just get the jump on them before you. Unreal Estate supports two to four players via AI or online multiplayer.
