Well this is a pretty strange turn of events.

According to developer Laughing Jackal, the firefighting roguelike Flame Over will be ported up to the PlayStation 4 ecosystem after making its original debut on the Vita. Basically, it's a top-down shooter in which players fight through various procedurally-generated levels by spraying everything in sight with a fire-hose. The Vita release that this updated port is based on received lukewarm reception at best, with a 69 metascore currently assigned to it, and in the midst of this insane fall season there's a fair chance that this port could be overshadowed.

Of course, this isn't the important part of the conversation.

The especially strange part of this announcement is that Flame Over, seemingly an incredibly likely candidate for Cross-Buy functionality, will need to be purchased a second time on the PlayStation 4. In a comment on the original PlayStation Blog post, Al Evans of Laughing Jackal explained why this title would not be Cross-Buy enabled, and frankly it makes little to no sense:

We added quite a bit of extra stuff to PS4 much of which couldn’t be done on Vita from a technical standpoint, so it wasn’t really plausible or fair to throw both sets of players in together. However, what this does mean is that both versions play to their own console’s strengths and a Vita patch is in sub that will bring it as close to the PS4 version as we can.

The likely cause of this issue, which the developer may never cop to, is that Flame Over might not have done that well on the Vita and this PS4 port could be the result of a desire for more financial success.
