While gamers will undoubtedly face these problems when the game ships February 2013 to the PC platform, if they have to proper services in place, they can fix any problem in no time. No firetrucks + no hospitals + no police force equals utter destruction and chaos, it would seem. It’s best to be prepared for the worst as the developers sure like to slap their fans in the face.
